Create a progress event that represents some progress of a transaction

Parameters

transactionId
Type: SystemGuid
The identifier of the transaction that has just been started
percentage
Type: SystemDouble
The amount of progress made so far, in percentage (0 - 100)

Return Value

Type: ProgressEvent
A progress event that can be published using the IEventService
